westhemann
is it safe? i doubt it...extreme heat tends to cause warping...and the thinner something is,the worst it will be. i wouldn't take that chance with a neck.
frank falbo
I've never torched anything besides copper pipes, but I imagine there's probaby a way to get on and get off real fast so that you brown the surface without actually heating the "meat" of the neck. Like charring a hamburger while leaving it rare and juicy on the inside. (mmm, hamburger ) I guess one way of testing it would be to get a piece of maple about 1/8" thick. Then torch one side of it, and immediately touch the other side of it to see what kind of heat you've transferred. You definitely don't want the truss rod to get hot. That could translate into glue softening at the fretboard. If you have a scarf joint I'd watch out for that too.

spideyfoot
On the official Vai website he has a guitar that was torched to match Hendrixe's they did the back of the neck and it actually looks pretty cool. There are like 100 Vai guitars posted but it is in there. I would seal it though.
