Making own decals? Moulding Decals?

Check out the site below. The Martin Sims section. The guy talks about how he uses some kind of base coat which moulds the decals. What do you think this is? And what the hell does he mean the decal goes off after 30 seconds?

And anyone know where you could get some good quality decal paper in large sheets?
