what Dremel for inlay?

If money isn't an issue get the Foredom flex shaft tool and a full range of Stew-Mac downcut carbide bits. 1/8" through 1/32 I believe they come in.

Get the router base as well. That's the rig I use.

It also came up recently on the MIMF that dremel have changed the design of their rotary tools. Apparently they now use a rubber bushing around the area of the main bearing to prevent vibration and noise - with the unfortunate side effect of allowing the shaft to drift, making it useless for high tolerence work like inlay.

Apparently this is a pretty recent change, so you may still be able to get old models from places with slow moving stock.
