By the way the pics are in the opposite order

I have been working on finishing a body only to find that when I sanded off the first layer there was a second layer that appears to have been finish multiple times. I have started to use a chemical but it doesn't seem to be working that well either. I started sanding some more but still not very effective. And keep in mind this is over several hours

This is similar to something I would like to do except I would like to stencil or something

I am doing a very intricate design on my guitar and I am wondering what are some good ways to create a very clean looking design. I have seen a couple ways of doing it and I was just hoping you guys couple give me a couple more ideas.
Here are some things I was thinking about doing:
1. Sketching out the design by hand
2. Taping and cutting away design
3. Stenciling
Also any more details on these ideas would be appreciated as well.

I was on the Guitar ReRanch site and I read about "wet sanding" where you soak sandpaper in water before you start sanding to create a more polished look. Is this a good thing to do or is it unnecessary?

Used heat gun. Worked like a charm. Heated off the main part of the finish then sanded off the rest so I wouldn't have any burn marks.
