I think that'd help the mood of my Warlock bass immensly. I have no idea how to do it, but would like to get it done so that I could be a show off basically. Pearloids are cheap, but real pearl blanks can cost quite a bit. - You'll need a saw to cut the inlays. - Next you need something like a dremel to route pocket for the inlays. - You could use some superglue to glue the inlays into the fretboard - After that fill the gaps with some sanding dust from the fretboard and some superglue. - Now plane the inlays parallel to the raidius of the fretboard with a fretboard - - sander. - Next is to polish the inlays and refret the neck. These are just the basic steps, I think you can figure out the costs by surfing the internet for metarials.
