I'm a bit useless, but I could have sworn a potentiometer with a properly-valued cap WAS a tone control, and one without is automatically a volume control...??

Well a volume control is a voltage divider....the tone is a variable resistor...

yeah almost the same thing but the voltage divider is like 2 resistors with a tap in the middle....and the other is a resistor you can change the value on

the capacitor is the meat of the tone control....the volume doesn't need one though
