quick pup question

if i put a breed i the neck and an evo in the bridge would the evo be a lot louder because of its high output . what im trying to say is "would it be balanced"

no. Its not going to be balanced.

But when is a neck ever as loud as a bridge pickup?

it depends.. did you use neck and bridge pickups respectively or did you get both bridge pickups.. neck pickups aren't designed to need as much amplification cause the string vibrates better there. thus the need for less hot pickups in that slot. however you can take two pickups that are both bridges.. and drop the hotter one in the bridge and the one that is slightly weaker in the neck and jsut lower or raise the pickup accordingly. and yes that way you can actually balance them
