ive read that red oak has tonal characteristics very similar to rock maple. other than maple and mahogany, what other woods can be used to make a suitable neck that will be strong enough and not lose any of the tonal properties?

my choice is sapele.. it is really dense and suitable.

my guitar make sapele neck & ebony.. but neck is not removing..

It's not a question about Oak being strong enough, because it is. The only issues are that it weighs way too much, and isn't considered a tone wood. Those two things keep it from being used in guitar building, although some have built guitars with oak... but you just better be ready to wear a back brace when playing it. lol

I like walnut personally. About the oak, I read somewhere (MIMF I think) that there were acids in the wood that would eat away at metal (i.e. the truss rod). I am not sure about that, though.
